New National Convenience Policies Implemented in June, Optimizing Registration, Examination and Road Right Management

A unified national convenient policy for electric two-wheelers and three-wheelers has been officially implemented since June 1, covering electric bicycles, electric motorcycles and electric tricycles. The new policy fully optimizes the industry’s access and travel management rules. Vehicle registration is completely free of charge, including license plates and vehicle certificates. Non-local residents can complete registration with only ID cards, eliminating the temporary residence permit requirement. For old stock vehicles with missing invoices or certificates, a file-filing commitment mechanism is adopted to standardize unregistered vehicles. In terms of license management, the examination procedures for electric motorcycles and electric tricycles are greatly simplified, with “same-day examination and certification” available in multiple regions. Meanwhile, road access for compliant electric tricycles is further expanded, and minor violations are mainly handled with verbal warnings and education instead of fines. The new policy effectively activates the consumer market, accelerates the phase-out of non-compliant vehicles, and drives the steady growth of standardized and high-quality electric mobility products.
